That's really not the case - most spam does in fact comes from foreign 
IPs (from Japan's perspective), and trolls are not "board culture"

Every website has it's own culture, but virtually every Japanese bullet-
in board, big or small, has strong rules against trolling, vandalism, 
spam, etc. The proponents of internet anarchy and destruction have 
always been a small undesirable minority at best, both in Japan and the 
West!

 Regardless i don't think they should be blocking the site North Korea style. They could just implement some kind of captcha like 4chan to prevent spam or do what futaba does make the site viewable to everyone but only Japan IPs can post.  Also, to claim trolls are not apart of Japanese board culture is revisionist history because while it is true that each board has its own rules and culture i am pretty sure the original mid 90s Strange World and 2ch were both populated by a lot of trolls. Irrelevant because trolls are hated on the internet regardless of what country you are in. Maybe if the admins weren't lazy cunts and did their job, they wouldn't have a problem with spam.
