A lot of the free material that artists upload to pixiv is just to 
tease/promote their paywalled material, so if these new rules do in 
fact apply to 2D and not just 3D/IRL material (no one is able to say 
one way or the other yet), there might be a mass exodus to paid-only

As far as I am aware, they apply to 2D too
