I haven't completely figured it out yet, but the literal translation of
that feature is "counter breakage resistance level" - in other words,
"how resistant the counter feature is to being wrong/inaccurate"
It could probably be simplified to something like (accuracy level: 3),
but again I'm not entirely sure if my understanding of the feature is
correct
It's a value that the admin has to set in the config - from what I can
make out from the config's comments, the higher the value is, the less
likely it is that the page view counter to the left of it (so that's
the "23,410") will be erroneous. However, it also says that high values
will cause greater load on the server, so the config recommends setting
it somewhere between 2-5, with a default value of 3
The date to the left is labelled "counter start date" in the config
comments, so I believe it's supposed to be set to the date that the
board opened in order for the feature to function properly, as opposed
to some random date from the 90s
