It says under the posting form:
 1997/03/08 From 23,410 (Hard to break level : 3)
What does it mean? Were there levels of something on the original software?

I haven't completely figured it out yet, but the literal translation of
that feature is "counter breakage resistance level" - in other words,
"how resistant the counter feature is to being wrong/inaccurate"

It could probably be simplified to something like (accuracy level: 3),
but again I'm not entirely sure if my understanding of the feature is
  correct

It's a value that the admin has to set in the config - from what I can
make out from the config's comments, the higher the value is, the less
likely it is that the page view counter to the left of it (so that's
the "23,410") will be erroneous. However, it also says that high values
will cause greater load on the server, so the config recommends setting
it somewhere between 2-5, with a default value of 3

The date to the left is labelled "counter start date" in the config
comments, so I believe it's supposed to be set to the date that the
board opened in order for the feature to function properly, as opposed
to some random date from the 90s

UPDATE: The accuracy number relates to how many "count[n].dat" files
are created and used in the /count directory, and they each contain a
   single number (i.e. "123", "124", "123, "122")

The "counter accuracy level" sets how many of these files are used, and
I presume the board takes an average of these numbers to display as the
final counter number (hence why a higher setting would cause greater
   server load I suppose)

So finally, that section SHOULD read something like the following:

Since 2021/03/29 there have been 23,426 page views (accuracy level: 3)

I understand now, it indeed increases by one each
time I refresh the page. THX!

     it all makes sense now...
