a ton of stuff didn't need JS to merely load at all in 2009, since AJAX 
page loading hadn't taken over the world yet (I'd say it was a lost 
cause by 2014)
quite a few sites would be broken to an extent, but you'd still be able 
to browse and interact with them
it wouldn't be a daily drive browser, but it would work

It's to do with the page view counter - the "level" relates to how many 
simultaneous files are being used to store the counter's value

I think the idea is that when activity is high, the counter is less 
likely to drift away from the true value if more files are used (at the 
cost of performance)... but I'm not 100% sure (;^Д^)
